On Tuesday, members of the All Progressives Congress (APC) in the House of Representatives, stalled the debates on the general principles of the 2014 budget of N4.6 trillion claiming that the budget run foul of provisions of Section 21 (1,2,3) of the Fiscal Responsibility Act.

Honourable Mulikat Akande-Adeola, house leader had hardly moved for debates on the general principles of the 2014 budget when an APC Lawmaker Honourable Emmanuel Jime raised a point of order.

According to Nigerian Tribune, the point of order raised by the lawmaker had been articulated at a meeting by the APC caucus, before it was raised by Honourable Jime on Tuesday.

According to him, government corporation and government-owned companies such as the Nigeria National Petroleum Corporation (NNPC), Central Bank of Nigeria (CBN) and close to 20 others, failed to include their budget estimates for the year for consideration by the National Assembly, as specified by the FRA.

Honourable Jime noted that the failure of NNPC to present its budget to the Minister of Finance for onward delivery to the National Assembly had been adduced to the controversy that trailed the alleged missing $10.8 million from NNPC. He urged the House to reject 2014 budget as it was an abridged summary.

Jime's point of order led to several debates until a six man committee was set up by the Speaker, Honourable Aminu Tambuwal to properly look into the point of order.
