Fayose's Stomach Infrastructure - What Exactly Does It mean?

As soon as Governor Fayose was sworn in for the second time as the elected governor of Ekiti State, he appointed a Special Adviser on stomach infrastructure. This has continued to generate reactions from the public as the concept of stomach infrastructure is a new concept in Nigeria politics. In fact, it can be said that Fayose himself originated the idea of stomach infrastructure.

I have had about 'Amala politics' which was crusaded by the Ibadan based Late Lamidi Adedibu popularly known as 'Alaafin Molete'. The era was filled with thuggery and the use of public funds to cater for the welfare of loyalists and party members.

Is Fayose's stomach infrastructure policy going to be similar to what Adedibu and his men in power did with 'Amala politics'? Will the stomach infrastructures not be limited only to loyalists and members of PDP? Does his plans include all the people of Ekiti State?
What exactly did Governor Fayose mean with his policy on stomach infrastructure?
