Wenger believes Rooney has the capabilites to improve any side that he plays for next season, adding that he will be a great addition.
Chelsea are believed to have made a second offer of £30m for Rooney, which United turned down, insisting that he is not for sale.

Rooney have reportedly voiced his frustration and has told new manager,David Moyes about his intention to leave the club.
It is now left to be seen if Chelsea will make an improved offer and if United would accept it.
