Why Is INEC Conducting Gubernatorial By-Election In Adamawa?

Why is there a need to conduct a gubernatorial by-election in Adamawa State? Since there is an Acting Governor and the 2015 general elections is just few months time, why can't INEC simply wait till then to conduct fresh gubernatorial election in Adamawa State?
