According to a Daily Trust report, the NNPC is working on an agreement with private investors to ensure that new refineries in the country are situated beside the old ones so that they can share resources.

NNPC plans to have the foreign or offshore refineries sited side by side the Port Harcourt, Warri and Kaduna refineries with a combined refining capacity of 445,000 barrels per day (bpd) to leverage on the available facilities and assets at these refineries, the report said.

Minister of State for Petroleum Resources Ibe Kachikwu had hinted at this at a recent inspection tour of the Kaduna refinery.

“Most of our refineries are close to 30-40 years old, we need to begin to look at building new refineries in the same land space where they can share facilities so that you will have something to lean on when these old ones are beginning to kick out,” he had said.

Under the latest plan, the refineries will be sited as a collocated Brownfield Refinery project with the overall objective to achieve increased domestication of crude oil refining on a fast track towards meeting the national petroleum products demand for the country.

The goal, according to NNPC in a tender notice, is “to ramp up NNPC refining capacity from present level of 445,000 bpd to facilities as distributed below: Warri refinery - 100,000bpd, Port Harcourt refinery - 100,000bpd, and Kaduna - 50,000bpd”

The corporation in the tender document said the proposed refinery name plate capacity to be established by the investor must not be below 50,000bpd and also not exceeding 120,000bpd maximum.

The corporation in the notice also require the prospective investor to establish adequate funds guarantee of over $500million for acquisition, relocation, integration, modification and commissioning of the project on 100 percent self-funding without any counter-part funding from the NNPC.
