Nigeria's Finance Minister, Kemi Adeosun, has explained why some federal workers are yet to receive their salaries.
According to her, this is because federal agencies usually exhaust their budget allocations before the end of the year and thus become without cash by the end of the year.
The federal government then sends a virement to the national assembly to ask for an increase in the budgetary allocation for those agencies so that funds can be approved to pay the salary of the workers.
